THE minority caucus of the House of Representatives is currently divided over the controversy surrounding the decision to rehabilitate the Port Harcourt Refining Company at the cost of $1.5bn.
While some leaders of the caucus have called for the stoppage of the project, others backed the repairs.
The Minority Leader of the House, Ndudi Elumelu, had on March 30, 2021, issued a statement on behalf of the caucus to demand an immediate review of the cost, describing the $1.5bn figure as “outrageous and heavily inflated.”
According to Elumelu, the caucus reached the conclusion after a thorough evaluation of the proposal.

(AFRICAN EXAMINER) – The drive by the Management of the Nigerian National Petroleum Corporation (NNPC) to boost in-country refining capacity was bolstered on Tuesday with the signing of the Engineering, Procurement, Construction, Installation and Commissioning (EPCIC) contract for the rehabilitation of the 210,000 barrels per day capacity Port Harcourt Refinery in Alesa-Eleme, Rivers State.
The rehabilitation project which has a completion timeline of between 18 and 44 months under a three-phase arrangement was awarded to Milan based Tecnimont SpA at a lump sum contract price of US$1.5 billion, inclusive of VAT and other statutory payments.

The Nigerian National Petroleum Corporation on Tuesday officially signed the contract with Tecnimont SPA for the $1.5bn rehabilitation programme of the Port Harcourt Refining Company.
Parties in the agreement also announced the commencement of the project following the signing of the contract at the headquarters of the corporation in Abuja.
At the virtual contract signing event, the Group Managing Director, NNPC, Mele Kyari, explained that the agreement was basically between PHRC and Tecnimont SPA.
He said the contract was for the provision of engineering, procurement, construction, installation and commissioning services for the refinery rehabilitation project.

The Nigerian National Petroleum Corporation (NNPC) has signed a contract with Italy’s Maire Tecnimont for the rehabilitation of the Port Harcourt Refinery.
The $1.5 billion contract was signed Tuesday by the managing director of the Port Harcourt Refinery, Ahmed Dikko, and the vice president of Tecnimont, Sub-Saharan Africa, Davide Pellizola, respectively for NNPC and Tecnimont.
The signing is the latest indication the contract for the repairs of the 210,000 barrels per-day-refinery has taken off. The Federal Executive Council approved the contract last month, a decision many analysts criticised.
