Harbor Master Mark Souza is making strides in bringing the town’s docks and waterfront areas into compliance with the Americans with Disabilities Act, but the fact remains that Ramos and other disabled residents have no access to much of the water.
Making gangways accessible and adding a Hoyer lift to transport someone onto a boat “would open up three-quarters of Marblehead that is currently cut off to me,” Ramos said.
