Among these was Barbados’ Energy Permanent Secretary and Chairperson of the CCREEE Executive Board, Mrs Francine Blackman, who in responding to a question from the moderator noted that “for us in Barbados, the 2008 oil crisis and a deteriorating fiscal position with close to 800 million spent annually to purchase oil, the government made a decision to use more of the natural resources around us.”
