Lawmakers look to head-off gridlock over Biden s COVID stimulus plan
Moderate lawmakers, many of whom played a pivotal role in brokering a bipartisan compromise during the last round of coronavirus relief negotiations, are expected to meet Sunday as President Joe Biden s administration attempts to pass an ambitious legislative agenda. Biden has proposed a $1.9 trillion COVID-19 relief plan and several other significant proposals on immigration and infrastructure spending that will require congressional approval. But in a Senate split 50-50 between both parties, Democrats will need Republican votes in order to pass any major proposals at least ten Republican votes are needed to break a filibuster and advance any legislation, assuming all Democrats vote for the legislation. MONTPELIER â Ethan Latour, a former Dorset resident who has been working in Gov. Phil Scottâs administration since Scott first took office in 2017, has been appointed deputy commissioner of the Vermont Department of Finance & Management.
Latour, a St. Lawrence University graduate, will report to Administration and Finance Commissioner Adam Greshin.
Latour said he would be focusing on the legislative process for Scottâs budget proposal, on the Education Fund, and the stateâs retirement systems.
âIâve learned a lot about state government working directly for the Governor over the last four years and understand how integral the Department of Finance and Management and the Agency of Administration are,â he said. âI have a lot still to learn, but am excited for the opportunity and eager to get started.â

Voters in the town of Brattleboro will be asked in March whether to allow retail sales of marijuana products in their community.
The Select Board decided this week to put the question on the Town Meeting Day ballot, the Brattleboro Reformer reported.
Vermont legislators passed a bill at the end of the last legislative session that would set up a system to legalize sales of recreational marijuana in the state. The bill became law without Republican Gov. Phil Scott’s signature, meaning that retail sales of marijuana could start in two years.
