ALBANY (AP) As the pace of COVD-19 vaccinations has slowed, New York officials are trying a mix of mandates and incentives to overcome hesitancy, including free subway rides.
New York Gov. Andrew Cuomo said the state can’t mandate vaccines until they get full approval from the federal government. If that happens, New York will require students of the state’s and New York City’s public university and college systems to get vaccinated to attend in-person classes this fall, Cuomo said in a Monday press conference in New York City.

New York is stepping up its vaccination program with COVID-19 vaccine pop-up sites soon available in New York City s subway stations, transit hubs, and surrounding suburbs. This effort is to expand access to COVID-19 vaccines, as announced by Gov. Andrew Cuomo on Monday. As an incentive, New York will offer a free seven-day MetroCard or Metro-North ticket or round trip LIRR to any individual who decides to be administered the vaccine during their daily commute.

After a devastating year with wave after wave of coronavirus infections around the world, new cases and deaths are falling in many of the Western nations that were once among the hardest hit. But while the virus recedes in wealthy nations with robust vaccination campaigns, it is pummeling India and threatening to swamp Southeast Asian countries that until now had largely kept the virus at bay.

Attempting to expand a vaccination effort on the verge of stalling out, Governor Andrew Cuomo announced Monday that eight subway and commuter-rail stations would provide walk-up Johnson & Johnson vaccines beginning on Wednesday.
The pilot program will run from May 12 to May 16, giving out shots at the 179th Street station in Jamaica; the Stillwell Avenue stop in Coney Island; Broadway Junction in East New York; the E. 180th Street station in the Bronx; and Grand Central Terminal and Penn Station in Manhattan. Pop-up locations will also be located at the Long Island Rail Road station in Hempstead and the Metro-North in Ossining.
