While Hamas rules the enclave, the “armed wing” of Palestinian Authority (PA) President Mahmoud Abbas’ Fatah faction, which essentially governs the West Bank by fiat, and the Popular Front for the Liberation of Palestine (PFLP) claimed responsibility for some of the attacks each one constituting a war crime.
