A first address to Congress or State of the Union speech is pretty much one where you completely control your environment and everyone is generally fairly polite in response. Some from the opposing side might not clap and House Speaker Nancy Pelosi ripped up President Donald Trump’s speech during one of his addresses. But for the most part, you have the floor without interruption.
So, in general, it’s hard not to get a positive reaction to a speech and scenario you completely control in Biden’s case, one long delayed that ordinarily would have been in February. My colleague Jennifer Van Laar did a great look at the highlights (or should we say lowlights?) of Biden’s speech. But I wanted to hit on the immediate reaction to it from a CNN snap poll.
The average approval ratings for the past 14 U.S. Presidents at the same stage of Biden’s presidency have polled around 66%, according to ABC News.
Former Presidents Donald Trump and Gerald Ford are the only two presidents who have polled lower, according to Just the News.
Ford was plagued by his pardon of predecessor Richard Nixon. Trump entered the Oval Officer with a scurry of accusations, including the debunked claims of Russian collusion.
McLaughlin attributed Biden’s low polling to a sign that Republicans will win back both the House and the Senate in the upcoming 2022 elections. “He’s taken what should have been very popular issues COVID relief, infrastructure that Americans overwhelmingly support and turned those into radical left-wing pieces of legislation,” said McLaughlin.

Poll: Biden Approval Lowest of Any Modern President, Sans Trump and Ford
25 Apr 2021Washington, DC
Democrat President Joe Biden’s approval rating is the lowest of any modern president at this point in his presidency, excluding former Presidents Donald Trump and Gerald Ford.
Biden, who approaches the 100-day mark of his official tenure with 52 percent approval, according to the
Washington Post’s latest survey, surpasses only Trump and Ford in approval ratings at a similar mark in the beginning of a president’s term.
Former Presidents Harry Truman, Dwight Eisenhower, John F. Kennedy, Lyndon Johnson, Richard Nixon, Jimmy Carter, Ronald Reagan, George H.W. Bush, Bill Clinton, George W. Bush, and Barack Obama all performed better at their 100-day marks. Only Trump, who was a highly controversial president, and Ford who took over the job after Nixon resigned due to the Watergate scandal and was not elected into the office had lower approval ratings at the end of their first

A little more than half the country approves of President Joe Biden’s job performance over the course of his first 100 days on the job, but nearly two-thirds of the public supports how he’s handled his top priority: the COVID-19 pandemic, according to a new poll from ABC News and The Washington Post.
Of more than 1,000 American adults surveyed, 52% said they backed Biden’s early efforts in the White House. ABC noted the figure is one of the lowest early approval ratings over the last several decades, though former Presidents Donald Trump and Gerald Ford had earned just 42% and 48%, respectively, in their first 100 days.
