Office Visit: SB 131 compromise

Last week was a busy week for the governor and Oklahoma Legislature. Both were involved in behind-the-scenes discussion regarding the state’s move to managed care for Oklahoma Medicaid recipients.
The week before, the Oklahoma Senate approved a bill to add legislative supervision and legal restrictions to the governor’s plan to outsource care with four contracted managed care organizations.
Heading into the vote, the Senate had been fighting with the House over its version of Senate Bill 131 and everyone was fighting with the governor, including the Oklahoma State Medical Association and Oklahoma Hospital Association. The idea of outside managed care organizations taking over and eliminating the Oklahoma Health Care Authority’s management role was not sitting well with those involved.
