Former SEC whistleblower head Jane Norberg joins Arnold & Porter

Norberg’s practice will focus on helping companies navigate whistleblower issues, according to a press release Monday. As part of her new role, she will be “counseling companies seeking proactively to assess their exposure to whistleblower allegations and, in the case of specific allegations, assisting the company in guiding its response and defense,” Arnold & Porter said. Norberg was chair of the SEC’s Office of the Whistleblower for the past four years until she resigned in April. Before taking the helm of the office, she served as deputy chief for four years. A permanent replacement to lead the office has not yet been named by SEC Chair Gary Gensler. The office’s deputy chief, Emily Pasquinelli, is serving as acting chief.

State System approves university mergers

Staffing cuts as a result of merging six state universities, including California University of Pennsylvania, into two are expected to be “relatively small” and mostly involve management positions, the chancellor of the state System of Higher Education said Wednesday. Chancellor Daniel Greenstein made that clear after the state system held a special meeting to approve the mergers, sending the plan into the public comment phase for 60 days. “Not everyone will be pleased with everything,” Cindy Shapira, chairwoman of the state system board of governors, said while opening the 8:30 a.m. virtual meeting. Cal U. is expected to be the main campus when it merges with Edinboro and Clarion under a Western Pennsylvania school that has yet to be named. The other mergers involve Bloomsburg, Lock Haven and Mansfield.
