대검찰청이 수사 개시 필요성이 없는 고소·고발 사건을 신속하게 각하 처리하는 지침을 마련, 시행한다. 꼭 필요한 형사처벌을 위한 것이 아니라 언론 보도나 SNS만을 근거 삼아 상대방의 인권까지 침해하는 남(濫)고소·고발이 이뤄지는 데 따른 대책이다. 검찰은 남고소·고발 여부를 자의적으로 판단하는 것이 아니라 외부 인사들의 심의를 거쳐 처리하기로 했다. 대검은 5일부터 ‘각하 대상 고소·고발 사건의 신속 처리에 관한 지침’을 시행한다고 4일 밝혔다. 인권보호관의 사건처리 지연 여부 점검, 검찰 시민위원회의 심의를 거쳐 수사 개시 필요성이 없는 고소·고발 사건을 신속하게 각하할 수 있게 한 것이다. 대검은 “사건관계인의 인권을 보호하고 적법절차를 확립하기 위한 것”이라고 설명했다. 한국 사회에서 수사기관을 향한 고소·고
