Iraq: Multi-Cluster Needs Assessment (MCNA) VIII - Erbil Protection Working Group (3 February 2021) Format MCNA Objective To serve as a comprehensive evidence base for humanitarian actors on the type, severity, variance and development of sectoral and multi-sectoral household needs. To inform strategic planning within the Humanitarian Planning Cycle by serving as the main data source for the Humanitarian Needs Overview (HNO) and inter-sectoral PiN and severity calculations. MCNA Framework Conducted in close coordination with the Assessment Working Group (AWG), United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA), and the Inter-Cluster Coordination Group (ICCG). In 2020, the MCNA was conducted for the eighth time in Iraq. Globally, REACH conducted Multi-Sector Needs Assessments in 12 humanitarian crises, allowing a global community of practice and informing more effective humanitarian action.

National Protection Cluster - Iraq: Humanitarian Needs Overview and Response Plan 2021, Guidance Note for Partners Format 1. Introduction This Guidance Note presents the National Protection Cluster (NPC) strategy for the Humanitarian Response Plan (HRP) 2021, including population figures, objectives and response. Since 2019, the Iraq operation has been implementing activity-based costing (ABC) with no project submissions through the Online Project System (OPS or HPC Projects Module). In 2021, the enhanced activity-based costing approach has been adopted. The NPC strongly recommends partners to adhere to its HRP strategy illustrated in this document. At the same time, given the strong evidence base of the 2021 Iraq Humanitarian Needs Overview (HNO) and the clear targets and priorities outlined in the HRP, donors are highly encouraged to ensure that they are/will be funding projects that align with the 2021 NPC HRP Strategy and live up to NPC standards.

IOM envisions to scale up its current levels of assistance in areas that have been affected by crisis, including natural disasters and armed conflict, and supports the enhanced resilience of communities to withstand future shocks.

Approximately six times the number of people in need compared to four years ago when the multi-year Humanitarian Response Plan was first developed. Afghanistan now One in four pregnant and lactating women will face acute malnutrition in 2021. 42% of the population are in crisis or emergency levels of food insecurity, increasing more than five-fold since 2015.
