According to a release from the Montgomery County District Attorney’s Office, Gary Vincent, who was the fire chief for 15 years, plead guilty to abuse of official capacity in the 221st District Court on Wednesday.
Shortly before noon, police said, Baylis called Mackenna’s mom to tell her that the baby had fallen and her nose was bleeding but that “she was fine.” The woman returned home to find Baylis cradling their daughter, but she noticed the child looked gray, had a bruise on her ear and appeared “lifeless,” according to a criminal complaint.
Mackenna’s mother called 911 and began administering CPR, according to prosecutors. A responding officer took over CPR until an ambulance arrived and rushed the girl to Einstein Montgomery Hospital, where she was pronounced dead at 12:55 p.m.
Police said Baylis initially told them he had put Mackenna to sleep and then left her on the bed as he went to the bathroom around 11:30 a.m. He said that while he was in the bathroom, he heard a “thump” and rushed back to find the girl face-down on the floor and crying. Baylis told detectives he then picked up the girl and cradled her until she “went to sleep,” police said.

WEST NORRITON, Pa. - A Montgomery County father has been charged with third-degree murder in the death of his six-week-old daughter earlier this year.
On Thursday, authorities announced charges against Craig Baylis, 31, of West Norriton Township in the Feb. 22 death of Mackenna Baylis. Baylis has been charged with endangering the welfare of a child in addition to third-degree murder.
On Feb. 22, around noon, West Norriton Police responded to a 911 call for cardiac arrest. When police arrived on the scene they found the child s mother performing CPR on her daughter. An officer took over CPR until medics arrived and the girl was taken to Einstein Montgomery Hospital where she was pronounced dead a short time later.

HOUSTON – A former Magnolia volunteer fire chief pleaded guilty to abuse of official capacity on Wednesday.
Gary Vincent was sentenced to pay a $4,000 fine and restitution to the Magnolia Volunteer Fire Department, though that amount was not disclosed in a news release from the Montgomery County District Attorney’s Office.
Vincent was the Magnolia Volunteer Fire Chief for approximately 15 years. On February 11, 2021, Vincent was placed on administrative leave due to a public integrity investigation. The district attorney’s office said the probe revealed that Vincent misused government money by hiring an unqualified employee for personal reasons and abusing his power by disregarding both ESD 10 and department policies and procedures put in place to protect Montgomery county taxpayers. The investigation also revealed a lack of oversight by the ESD 10 board, who have all since resigned.
