On December 11, 2020, Massachusetts Governor Charlie Baker signed the Commonwealth’s FY21 budget into law. While the $45.9 billion budget does not raise taxes, it includes a number of significant tax provisions summarized below.

Effective April 1, 2021, businesses whose room occupancy, meals, or sales tax liabilities exceeded $150,000 in the prior calendar year and that file monthly returns must remit any such taxes collected through the first three weeks of the month by the 25
th day of that month or risk a 5% underpayment penalty. Tax collected during the remainder of the month will continue to be due with the return, which will now be due by the 30

Last week, in a live broadcast from Providence’s Convention Center, CNN reported the exploding levels of COVID-19 infections and hospitalizations in Rhode Island, as the state achieved the world’s #1 ranking for level of infection, a result that was not unexpected. Governor Raimondo attributed the rising infection rates to her inability to communicate the risks and motivate compliance with health and safety measures, stating at a recent press briefing “I have been utterly ineffective at getting people to follow the rules in their homes.” She is not alone in her frustration as Massachusetts Governor Charlie Baker also attributed the dangerous spike in COVID-19 infections to unsafe informal indoor gatherings. “No one wants to be lectured to, and I get that,” Governor Baker said. “But there is a legit cause and effect thing going on here.”

by Rob Roper The Transportation Climate Initiative (TCI), referring to the organization itself rather than the policy, has put off publication of their final proposal for a multi-state, regional carbon tax on gasoline and diesel fuel for well over half a year. Originally, they promised to release it in the spring of 2020, then hinted at summer, and are currently operating under a promise to do so this fall – a window rapidly closing. Presumably, the delays are part of a strategy to hold off until a politically opportune time. It doesn’t appear such a time will ever transpire. Increasingly, TCI looks dead on arrival.
