County considers what to do with COVID funds

EDWARDSVILLE Madison County officials on Thursday took the first public step in discussing how to spend an estimated $81 million in federal COVID-related funding.
The American Rescue Plan Act was the $1.9 trillion COVID-19 relief package signed by President Joe Biden in March. In addition to direct payments to individuals, it includes large amounts of money for governments.
The county’s first public discussion of what to do with that money took place Thursday at a meeting of the Madison County Board’s Executive Committee which includes the heads of all the county committees.

Madison County Community Development is offering college and occupational training scholarships for low-income students who plan to attend college starting this coming fall semester. The Community Services Block Grant scholarships will be gifted to low-income students attending any accredited Illinois university, community college, technical or vocational school.
Ten students will be selected, and each will receive $2,000 - $1,000 per semester. Candidates must be Madison County residents and live in a household that meets a certain gross income requirement over a 90-day period. Community Development Planner Amy Lyerla tells The Big Z applicants must live in Madison County.

EDWARDSVILLE A proposed expansion and change to Madison County’s Southwestern Madison County Enterprise Zone has led to sharp disagreement over whether to include residential development.
The Madison County Board’s Grants Committee last week discussed several proposed changes, including adding territory, extending tax abatement time periods to 10 from four years and including residential development.
Enterprise zones offer incentives to developers, primarily in the form of property and sales tax incentives, investment tax credit, machinery and equipment sales tax exemptions and a utility tax exemption.

WOOD RIVER The Madison County Health Department and Madison County Community Development (MCCD) are mailing 23,965 postcards to residents 65 and older on how to schedule an vaccination appointment.
Information includes where to find links for scheduling an appointment online and the phone number to call for scheduling an appointment.
Although the health department provides vaccine information via The Telegraph and other media, its website, the COVID-19 Response Hub and social media channels, county officials said many seniors may not be seeing the messages.
