Bob Casey Jr. and other Pennsylvania lawmakers are sponsoring legislation aimed at reducing the chance police encounters with those with disabilities or mental health issues will end tragically. Casey, D-Pa., is sponsoring what he’s dubbed the Law Enforcement Education and Accountability for People with Disabilities (LEAD) Initiative. It includes two bills that would divert some emergency calls away from 9-1-1 and toward human services and mental health support agencies, Casey’s office said. The package would also offer more training for police when they engage with people with disabilities or mental health issues.

Trooper shoots at man who hit him with vehicle on Lincoln Highway East: state police [update]

A Pennsylvania State Police trooper shot at a man who hit him with a vehicle early Tuesday morning on Lincoln Highway East in East Lampeter Township, according to state police. Police are still searching for the man, identified as 18-year-old David Joseph Pratt, of East Lampeter Township, who is considered armed and dangerous. Troopers initiated a traffic stop at 2:20 a.m. for a vehicle in the 1600 block of Lincoln Highway East after a cigarette was discarded onto the roadway by one of the occupants, according to an affidavit of probable cause. A trooper asked the driver to step out of the vehicle and approached him, while Pratt stayed in the vehicle as a passenger, according to police.
