THE LEGAL representatives of industry groups affected by safeguard duties on car imports are questioning the validity of the petition for the protection measure filed by a labor group.
The Department of Trade and Industry (DTI) applied safeguard duties after it confirmed the Philippine Metalworkers Alliance’s (PMA) claim that employment in the industry sank after imports spiked.
The Safeguard Measures Act or Republic Act No. 8800 allows domestic producers to ask the government to conduct an investigation into their import competitors if they claim to have been injured by excessive imports.
“PMA is a national union of automotive, iron, and steel workers in electronics and electrical sectors. They do not represent the domestic industry,” Rodolf C. Britanico, the legal representative of the China Chamber of Commerce for Imports and Export of Machinery and Electronic Products, said at a conference with the Tariff Commission on Wednesday.

There is a big issue brewing in the Philippine auto industry.
The DTI is legally empowered by Republic Act 8800 to protect Philippine-made products against similar or competing imported products via safeguard measures, and that is what they will do. For 200 days the DTI will require a PHP 70,000 safeguard bond for every passenger vehicle and PHP 110,000 for every light commercial vehicle imported from most of the major countries our market sources them from, with some exceptions depending on vehicle type and country of origin. The 200 days will be used to buy time for the concerned government agencies to investigate and meet about what to do in the long term.

THE PHILIPPINE auto industry finally puts a lid on a turbulent 2020 a year when it ended up selling 275,512 units based on reported totals from the Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI), Association of Vehicle Importers and Distributors, Inc. (AVID), and Truck Manufacturers Association (TMA). This figure represents a hefty 40% decline from the 2019 total of 457,110 vehicles sold.

CAMPI and TMA reported a joint sales total of 27,596 units last December growing 19.1% over the previous month’s 23,162. The December 2020 figure is 18.1% below the 33,715 units sold over the same period in 2019.
