Minnesota DOC looking for fugitive last seen in California

(FOX 9) - The Minnesota Department of Corrections is asking for the public s help in locating fugitive Robert Thomas Baca, who was last seen in California.
According to the DOC, Baca was released on Oct. 5, 2020, and his supervision was subsequently transferred to the California Department of Corrections in San Bernardino, where he has family and a support system.
On May 11, 2021, Baca was released from the Southwest Regional Detention Center in Murrieta, California where he was being questioned on new charges, and was instructed to report to his California agent’s office the next day. He failed to report to his agent’s office.

Pregnant inmates are often separated from their newborns shortly after their birth to finish their sentence.
The separation can impair the development of a bond between the parent and their child, making reunification difficult.
A new law in Minnesota will allow inmates alternatives to permit them to remain with their newborns.
For much of the 20th century, parents were separated from their children at birth to prevent infection a practice that was later reversed after modern science acknowledged the consequences on newborns. But in prisons across the United States, parents continue to be torn from their children soon after giving birth to finish out their sentence, robbing both of the bond that develops in that time.

WINONA, Minn. (KWNO)-Winona Police say two level three predatory offenders have moved into a residence on the 500 block of Mankato Ave.
Records show that 47-year-old Antoine M. Booker was convicted for engaging in sexual contact with an unknown female child. He was released on Nov. 7 of 2020.
39-year-old Jason M. Cieminski was jailed for engaging in sexual contact with an unknown female and taking advantage of her while she was asleep. Police say Cieminski also has a history of peeping into windows and stealing women’s underwear.
He was released on March 23 of this year and previously resided at the 1800 block of Gilmore Ave. Winona Police and the Minnesota Department of Corrections will hold a community meeting on the two offenders on June 8 from 6:30-8 p.m.
