A bill that would preserve the status for small and rural hospitals in New York is once again being pushed by Rep. Antonio Delgado and Rep. Elise Stefanik as the COVID-19 pandemic contains to strain the health care network across the country.
The measure addresses rural hospitals that are at risk of losing their Critical Access Hospital status because of an administrative change in policy by the federal Centers for Medicare and Medicaid Services. This bill will provide a long-lasting solution, said Stefanik, a Republican who represents the vast North Country congressional district. North Country hospitals and healthcare centers, workers, and first responders continue to heroically battle the COVID-19 pandemic in our rural communities, where access to healthcare is critical. The Otto Bremer Trust, one of Minnesota’s largest charitable organizations, created a $50 million emergency fund to provide financial support to Minnesota, Wisconsin, North Dakota and Montana nonprofits and other community organizations. The new fund provides emergency funding, loans, lines of credit and other financial resources to organizations impacted by and responding to the outbreak of the novel coronavirus (COVID-19).

On December 21, 2020, the House and Senate passed fiscal year (FY) 2021 federal omnibus appropriations legislation that included the fifth measure passed by Congress to address the COVID-19 pandemic. In addition to providing $1.4 trillion to fund the federal government through FY 2021, the legislation includes $900 billion in relief funds to address COVID-19. The bill also includes significant health care provisions unrelated to COVID-19, including a ban on surprise billing by health care providers.
The House passed the legislation in two parts, the first by a vote of 327-85, and the second by a vote of 359-53. The Senate passed the legislation by a vote of 92-6. The legislation is now being prepared for a signature by the President, who has indicated his support. Llano County Hospital Authority is on track to receive a Critical Access Hospital designation, a certification that would provide financial support to the organization for caring for traditional Medicare patients.
The news comes as LCHA prepares to transfer management of the Llano hospital from Baylor Scott & White Health to MidCoast Health System in January.
The authority reviewed the hospital’s application for a Critical Access Hospital designation during a Thursday, Dec. 17, meeting. Along with the application, the authority reviewed the outcome of a recent inspection upon which the CAH application was contingent.
