James Whitehill of Mason City, pled guilty to “Possession of a Schedule II Controlled Substance–Third Offense (Methamphetamine),” a class D felony, stemming from an investigation by the Winnebago County Sheriff’s Office on January 4, 2021. Whitehill was sentenced to serve an indeterminate prison sentence not to exceed 5 years and ordered to pay a $1,025.00 fine, applicable surcharges and costs. The prison sentence and fine were suspended. Whitehill was placed on probation for a period of 3 to 5 years to the Department of Correctional Services. Whitehill was ordered to obtain a substance abuse evaluation and follow through with all treatment recommendations.

Ray Stump of Fertile, pled guilty to “Possession of a Schedule I Controlled Substance – Third Offense (Marijuana),” an aggravated misdemeanor, stemming from a traffic stop by the Forest City Police Department on September 25, 2020. Stump was sentenced 4 days in the Winnebago County Jail and ordered to pay applicable surcharges and costs. Stump was ordered to obtain a substance abuse evaluation and follow through with all treatment recommendations. Stump also pled guilty to “Failure to Prove Security Against Liability,” a simple misdemeanor and paid the scheduled fine.

The Office of the Jackson County Prosecuting Attorney announces that the Grand Jury sitting in the February, 2021 Term of Court in the Circuit Court of Jackson County, West Virginia has returned 30 Indictments against 28 named individuals, as follows:
• Brian Bertloff, (29) of Cleveland, Ohio was indicted with one (1) count of Prohibited Person in Possession of a Firearm, a felony.
• Jonathan Spencer, (36) of Cottageville, was indicted with one (1) count Transferring or Receiving Stolen Property, a felony.
• Mildred Casto, (55) of Given, was indicted with one(1) count of Embezzlement, two (2) counts of Forgery, two (2) counts of Uttering, two (2) counts of Falsifying Accounts, thirty-one (31) Counts of Fraudulent Use of An Access Deliver, ten (10) counts of Computer Fraud, one (1) count of Fraudulent Scheme, and one (1) count of Conspiracy to Commit a Felony, all felonies.

Palmer was sentenced to 7 days in the Winnebago County Jail and ordered to pay a $625.00 fine, applicable surcharges, and costs. The fine was suspended. Palmer was ordered to obtain a substance abuse evaluation and follow through with all treatment recommendations.

Jillian Delle of Northwood, pled guilty to with “Possession of a Schedule II Controlled Substance – Third Offense (Marijuana),” an aggravated misdemeanor, stemming from an investigation by the Forest City Police Department on July 12, 2020. Delle was sentenced to 365 days in the Winnebago County Jail, with all but 7 days suspended, and ordered to pay a 625.00 fine, applicable surcharges, and costs. The fine was suspended. Delle was placed on probation for a period of 2 years to the Department of Correctional Services. Delle was ordered to obtain a substance abuse evaluation and follow through with all treatment recommendations.
