Russia’s State Duma (lower house) is prepared to resume dialogue with the US Congress members at any level, Russian MP Vyacheslav Nikonov announced at the plenary session on Wednesday. There are no illusions regarding relations with Washington, and parliamentarians understand that the situation in Russia will be artificially stirred up from outside ahead of the elections to the State Duma, said Nikonov, who heads the lower house’s Education Committee and is coordinator of its group for ties with the US Congress. However, we should be ready for dialogue. And I, as the head of the group for relations with the US Congress, officially declare now that we are ready to resume dialogue at any level, and we have always been, Nikonov said during the discussion on extending New START (Strategic Arms Reduction Treaty) between Russia and the US.
