The Maryland Senate is expected to begin floor debate tomorrow on a bill that was originally intended to repeal the Law Enforcement Officers Bill of Rights, but which keeps much of the 1974 law in place.
Last week, the Senate Judicial Proceedings Committee added amendments to the bill sponsored by Baltimore City Sen. Jill Carter that, among other things, allows officers to engage in political activity while off duty and allows officers to have complaints removed from their record if they are cleared by a civilian police review board.
The chairman of the Senate Judicial Proceedings Committee, Sen. Will Smith of Montgomery County, calls the bill a fair compromise.
