The proposal, from Democratic Sen. Nate Libby of Lewiston, is designed to expand the open enrollment period for health insurance for retired county and municipal law enforcement officers and municipal firefighters. The Senate passed it unanimously on Friday. Libby said the proposal is designed to build on a similar measure from two years ago that made changes to the health insurance program, such as making sure earned benefits are accrued and dispersed fairly.
