Virginia public transit grapples with reduced ridership, zero fare

Virginia public transit grapples with reduced ridership, zero fare (FILE) By Katharine DeRosa | April 13, 2021 at 4:40 PM EDT - Updated April 13 at 7:39 PM RICHMOND, Va. - Virginia public transit systems from Northern Virginia to Hampton Roads are looking for a path forward after losing riders and revenue during the pandemic. Some transit systems have been harder hit than others. “We are serving a market of essential workers that can’t stay home; they have to use our service,” said Greater Richmond Transit Co. CEO Julie Timm during a recent presentation. Governor Ralph Northam issued a state of emergency in March of last year in response to the COVID-19 pandemic. The move prompted limits on public and private gatherings, telework policies and mandates to wear masks in public, although some restrictions have eased.

Should Virginia bus systems go fare free permanently?

A version of this article first appeared in the Virginia Mercury. When the General Assembly created the Transit Rider Incentive Program (TRIP) as part of Gov. Ralph Northam’s 2020 transportation omnibus, the lion’s share of the funding was allocated to support new regional bus routes. With COVID’s cancellation of much commuter service across the commonwealth, those dollars are now being dedicated to TRIP’s secondary goal: fare free transit pilot projects. With large localities like Lynchburg, Roanoke, Alexandria, Richmond, Charlottesville, and Fairfax County now expressing interest in eliminating bus fares for at least three years, could the shift to zero fares in Virginia become permanent?

The Agenda: Local government briefs for 3 15 21

The Agenda: Local government briefs for 3.15.21 Chesterfield budget proposal includes increased BPOL threshold Chesterfield County Administrator Joe Casey presented his proposal for the county’s fiscal year 2022 budget last week. The $806.8 million general fund features $344.7 million in local funding to the school district, as well as $226.8 million in capital improvements that include $19 million for sidewalk upgrades. The proposed general fund for FY22 is an increase of $84.9 million (11.7 percent) compared to the adopted FY21 budget. The budget would increase the collection threshold for the business and occupation license (BPOL) tax, upping it to $400,000 from $300,000 effective July 1. In doing so, more than 6,400 small- and medium-sized businesses would be exempt from the tax, according to the county.
