During the Cold War, the American foreign policy establishment had to develop comprehensive mechanisms to counter Soviet influence campaigns. Not only did the United States need a robust State Department to engage in traditional state-centric diplomacy, but also sophisticated intelligence-gathering networks, global military strategies, and long-term soft power operations. Since the collapse of the Soviet Union, countries have primarily reoriented their diplomatic energies back to a traditional state-centric approach. Today, this is chiefly where the United States remains. However, in the face of a rising China, the United States and its allies need to develop a more nuanced approach to interacting with Chinese foreign policy.
In no hurry to engage with China, reports indicate US President Joe Biden has yet to speak with Chinese President Xi Jinping, as administration officials continue to.

UPDATE 1-Top Chinese diplomat calls for China, U.S. to mend relations Reuters 2/2/2021
(Adds details)
BEIJING, Feb 2 (Reuters) - China s top diplomat called on Tuesday for Beijing and Washington to put relations back on a predictable and constructive path, saying the United States should stop meddling in China s internal affairs, like Hong Kong and Tibet.
Yang Jiechi, director of the Central Foreign Affairs Commission of the Chinese Communist Party, is the highest ranking Chinese leader to speak on China-U.S. relations since President Joe Biden took office.
Under the Trump administration, U.S. relations with China plunged to their lowest point since the establishment of diplomatic ties in 1979, as both sides clashed over issues ranging from trade and technology to Hong Kong, Taiwan and Xinjiang, and the South China Sea.
