Monmouth County Prosecutor Chris Gramiccioni announced Thursday that Christopher Willis of Long Branch is being charged with first degree murder in a homicide that had gone unsolved for 11-years.
Nieves was gunned down on November 29, 2009 and the initial police investigation didn t lead to any arrests.
Investigators combed through and reviewed any evidence that came to light, physical and testimonial and up until recently, they couldn t crack the case.
Now they have and charges have been filed.
Prosecutor Gramiccioni said that the United States Marshals Service NY/NJ Regional Fugitive Task Force assisted in taking Willis into custody and transporting him to the Monmouth County Correctional Institution where he awaits his First Appearance in court and Detention Hearing.

NEPTUNE, NJ - Two Jersey Shore residents were arrested and charged this week after they were found to be in possession of over 1,200 bags of heroin, cocaine and ecstacy at a Neptune Township residence, authorities said.
Darrell Cole, Jr., 39, and Robert Love, Jr., 61, were arrested on April 19 following a two-month narcotics distribution investigation, according to a press release issued by the Neptune Township Police Department.
The NTPD s Street Crimes Unit executed a search warrant at a residence on the 1200 block of 8th Avenue where they found 1,211 individual bags of heroin, cocaine and ecstasy, as well as $5,113 in alleged profits.
