On Feb. 22, Gov. Phil Murphy signed legislation granting hospitals, emergency care, and similar facilities permanent property tax exemptions. The legislation, sought by the state hospital association, included for-profit emergency care facilities. The law does obligate hospitals and nonprofits to make annual payments to their host towns. Pending state Tax Court cases, some as old as 2014 and involving millions of dollars, also were dismissed by the law. On April 8, the cities of Vineland and Elizabeth and townships of Livingston and Plainsboro jointly filed a challenge in Mercer County Superior Court. The lawsuit, first, seeks to block the state from enforcing the law, and, second, to eventually have a judge void the law entirely as unconstitutional.
