Next year, New York voters will decide whether to borrow $3 billion to bolster infrastructure for waterways and sewers around the state all in anticipation of the effect of flooding and damage due to climate change. We know climate change is going to be impacting us in that way, said Julie Tighe, the president of the New York League of Conservation Voters. New York is likely to see more intense storms and more frequent storms and we need to be prepared for that.

Clean water infrastructure, funding for parks, and a priority for renewable energy are among the measures funded in the state s new $212 spending plan announced on Tuesday by lawmakers and Gov. Andrew Cuomo.
All told, a combined $29 billion in public and private sector funds will be used for green infrastructure efforts that are meant to bolster the state against the worsening effects of climate change.
Environmental groups did not get everything they wanted in the budget, such as an extended producer responsibility bill that would apply to packaging in order to reduce waste. The budget also did not include a clean fuel standard for emission reduction from transportation.

New York State is considering an extended producer responsibility (EPR) bill (S1185B) that, if passed, will require brands of consumer packaging and paper products to pay to recycle these materials. This includes plastics #1-7, metals, glass, as well as paper from packaging and items like flyers. If the bill passes, producers could sell only what state regulators deem acceptable.
The proposed legislation differs from an established model in that municipalities could continue running recycling programs rather than delegate the task to producers; and producers would reimburse the government for the work.
Sponsored by Senator Todd Kaminsky (D), (S1185B) is still in the Senate and House who are working on separate versions with plans to determine if they can agree on terms and language to meld into one bill.
