In 1992, Russia became a co-chair of the newly-created OSCE Minsk Group tasked with finding a sustainable peaceful settlement of the Nagorno-Karabakh conflict. The input of an experienced Russian diplomat and expert – Vladimir Kazimirov, the then head of the Russian mediation mission, official representative of the President of the Russian Federation on Nagorno-Karabakh, and co-chairman of the OSCE Minsk Group, was crucial in negotiating the 1994 Bishkek Protocol.
