Commissioners say American Rescue Act funds may be difficult to spend Program guidelines include numerous restrictions Al Lawrence View Comments MANSFIELD - The Richland County Commissioners are looking at forming a formal steering committee of business leaders and public officials to find ways to spend federal American Rescue Plan Act funds in light of what they say are restrictive guidelines that that come with the program.  The issue became a topic of a 20-minute discussion Tuesday following media questions about actions on several small, previous CARES Act Coronavirus relief fund allocations. Officials learned in March that Richland County and its municipalities are expected to receive $50 million under the American Rescue Plan Act. The county’s share will be $23.4 million and Mansfield’s is $22 million, with proportionate shares going to Shelby, Ontario, Lexington and other villages. The county received the first part of its allocation on Monday.
