California employers preparing to return to the workplace are unsure of how to ensure a safe workplace for employees because of significant obligations on employers related to COVID-19 preventive measures and management and some requirements are pending changes.
COVID-19 Cases and Deaths are Down Among Blacks in Los Angeles County

The vaccination rate among Blacks lags others. Local coalition seeks to shift that paradigm.
The Los Angeles County Public Health Department reported 378 new Covid-19 cases among Blacks (down by 81). The County also recorded 10 deaths among Blacks since last Tuesday (down by eight souls).

In Los Angeles County the total number of diagnosed Black cases are 45,333 with 1,838 deaths. Current Covid-19 cases and deaths among Blacks are at the levels experienced in the fall of 2020 before the surge. New cases are decreasing at a slower rate than experienced after the January 2021 peak.

On Wednesday, May 5, 2021, the Los Angeles County Public Health Department (the “Department”) is expected to issue a new Public Health Officer order to officially move into the least restrictive “yellow tier” of California’s color-coded reopening system. The criteria for entering the yellow tier is less than 2% positivity and fewer than 1 daily new case per 100,000 county residents. The Order would be effective on Thursday, May 6, 2021.
On April 30, 2021, the Department made some modifications to the Public Health Order, lifting hours limitations on bars, breweries and wineries, and allowing indoor arcades and indoor playgrounds to open at 25% maximum indoor capacity.

The Los Angeles County Public Health Department is administering anti-Covid vaccines to between 12,000 and 20,000 people every day.
The shots are reserved for those in the most at-risk categories: workers in specific industries, people over 65, and those with disabilities or certain medical conditions.
Rules for proving eligibility range from traditional ID such as a driver s license and pay stubs to utility bills and self-attestation.
The county says only about 30 people a day are being turned down for lack of documentation.

Both Los Angeles and Orange County are now eligible to move from the Red Tier into the Orange Tier of COVID-19 reopening guidelines under the state’s Blueprint for a Safer Economy.
On March 30, 2021, the Los Angeles County Public Health Department announced that while it satisfied the numbers requirement to move into the Orange Tier, it would wait until April 5 to permit businesses to operate at increased capacity.
