During his “State of the State” address Wednesday, Cuomo unveiled plans for a 400-kilometre, $2.5-billion “Green Energy Transmission Superhighway,” part of a larger strategy to foster a “green economy” in the Empire State. The governor characterized the state transmission grid as ‘antiquated,” and said it was leading to “bottlenecks,” which he argued were ultimately passed on to New Yorkers as “congestion costs” on their utility bills.
