The Commuter Rail Coalition (CRC) has elected Southeastern Pennsylvania Transportation Authority (SEPTA) General Manager Leslie Richards as Secretary of the Board of Directors’ Executive Committee, and Caltrain Acting Executive Director Michelle Bouchard, Virginia Railway Express (VRE) CEO Rich Dalton, and T.Y. Lin International Senior Vice President Joe Yesbeck as Board Members At-Large for 2021-23.
The Northern Indiana Commuter Transportation District on Monday rejected the two bids it received last week for the main construction work on its South Shore Line Double Track project in hopes of bringing the cost closer to engineers estimates.
After a five-month procurement process, during which 66 informational packets were requested, NICTD received bids from F.H. Paschen, S.N. Nielsen & Associates at about $399.7 million, and from a Walsh/Herzog joint venture at about $424.5 million. The bids were substantially higher than anticipated, with the low bid 75% higher than the estimate of approximately $228.6 million.
South Shore President and General Manager Michael Noland said the railroad will talk to the two bidders and others to try to find ways to streamline the project.
Officials hope to have better bids to act on by late August.

The original engineers’ estimate was $228.6 million. The lowest bid by F.H. Paschen/S.N. Nielson was 75% higher. The two submissions were for the main contract, and the scope of work for the project includes the installation of a second set of railroad tracks between Gary and Michigan City, replacement or upgrade of stations and bridges, and to relocate the mid-street tracks in Michigan City parallel to the road.

The main contract includes new tracks, bridges, signals and overhead power lines between Gary and Michigan City, as well as a new track configuration through Michigan City streets.
