BISMARCK Proponents of a North Dakota bill seeking to make criminal mug shots confidential in most cases say it will help people maintain their innocence as they await trial, but news advocates say the proposal would go against the best interest of the public and potentially cause more harm.
House Bill 1296, which was introduced Monday, Jan. 11, in the state Legislature, would make booking photos exempt from open records laws until a person is convicted for the crime associated with that mug shot.
