Repairing Port San Luis Harbor’s breakwater April 12, 2021, by Eldin Ganic
USACE is requesting comments on the Draft Environmental Assessment for the Port San Luis Harbor Operations and Maintenance breakwater repair project, located in San Luis Obispo County, California.
The USACE Los Angeles District is the lead federal agency for this project.
The breakwater was originally constructed between 1889 and 1913 to protect the inner bay, harbor, and small craft marine facilities from heavy surf and wave action approaching from the west.
The Proposed Action is to repair the breakwater using approximately 60,000 tons of new rock and resetting of approximately 29,000 tons of existing rock.

HONOKOWAI The Maui County Department of Environmental Management is proposing a $26 million project to upgrade the West Maui Recycled Water System. The Draft Environmental Assessment (Anticipated Finding of No Significant Impact) for the West Maui Recycled Water System project is included in the Feb. 23, 2021 issue of The Environmental Notice published by the state Office of Environmental Quality Control. KILGORE, Idaho (KIFI)-The U.S. Forest Service has released a Draft Environmental Assessment for a gold exploration proposal in the Centennial Mountains near Kilgore. The 3-5 year exploration is on the Caribou-Targhee National Forest, about 80 miles north of Idaho Falls.
The Idaho Conservation League (ICL) and Greater Yellowstone Coalition (GYC) say the proposal from Excellon Resources, of Canada, is nearly identical to one the two groups challenged in federal court in early 2020. In that case, the judge ruled the Forest Service failed to evaluate the impact drilling operations would have on water quality and Yellowstone cutthroat trout. The ruling held that exploration activities at Kilgore could not proceed until the Forest Service addressed those issues.
In this year’s installment of its annual Highway Boondoggles report, U.S. PIRG Education Fund and Frontier Group warn of billions of dollars in proposed spending on unnecessary highway projects that would divide our communities, deprive transit of scarce funds, and pollute our air and water. Below is the second of seven installments detailing these harmful projects.

The Texas Department of Transportation is currently reviewing plans for a major expansion to a 23-mile section of Loop 1604, a suburban highway loop that encircles San Antonio. The project, which would expand Loop 1604 between state Highway 16 and Interstate 35 north of the city, includes four to six additional lanes along the entire length of roadway, new frontage roads and a five-level interchange with Interstate 10. This $1.36 billion expansion, while likely failing to solve local congestion problems
