The WHO should be overhauled and given more authority to investigate global disease threats, according to a review of the international COVID-19 response, which found that a multitude of failures, gaps and delays allowed the coronavirus to mushroom into a pandemic.
While stopping short of assigning blame to any particular factor, the report released on Wednesday by an independent panel cochaired by former New Zealand prime minister Helen Clark linked the severity of the global outbreak to deficiencies across governments, the WHO and other multilateral organizations, and regulations that guide official actions.
The panel also called for an agreement to waive vaccine

US trade Representative Katherine Tai on Friday virtually met World Health Organization (WHO) Director-General Tedros Adhanom Ghebreyesus to discuss increasing vaccine production and the Trade-Related Aspects of Intellectual Property Rights (TRIPS) waiver on COVID-19 vaccines for the pandemic.
According to a readout from her office, Tai explained the Biden-Harris administration s support for the waiver of intellectual property protections for COVID-19 vaccines and explained that this fits the United States comprehensive effort to expand vaccine manufacturing and distribution

Union Commerce and Industry Minister Piyush Goyal discussed the proposed waiver to provisions of the World Trade Organisation’s (WTO) Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) for Covid-19-specific items and raising vaccine production with the United States Trade Representative (USTR), Katherine Tai, in a virtual meeting on Friday. During the meeting, Tai conveyed her deep sympathy for the people of India as the country battles a deadly wave of Covid-19 and reaffirmed the commitment of the United States to help India, the USTR said in a readout of the call.
