U.S. officials raised concerns with Canada’s dairy program during the first meeting of the U.S.-Mexico-Canada Trade Commission on Tuesday, but there were no signs of progress on the issue of interest to the U.S. dairy industry.
During a call to reporters late Tuesday evening, a senior administration official said, “The dairy issue is one of our priority issues with Canada.” The senior official said that U.S. officials “made our concerns known to them” and “are looking forward to keeping in touch with them on those issues.”
The U.S. dairy industry has said that if the meeting did not result in an immediate resolution to U.S. objections to the Canadian dairy tariff-rate quota, Trade Representative Katherine Tai should initiate a dispute settlement case with the Canadian government.

The U.S. dairy industry’s upset with what they say is Canada’s attempts to limit United States dairy exports, which goes against USMCA rules. That’s why the industry’s pushing the Biden Administration to begin a dispute settlement case with our northern neighbors.
In a recent House hearing with the nation’s Trade Representative Katherine Tai, she was asked how conversations are going with Canada regarding the terms of the USMCA. “I have raised this issue with my counterpart in Canada on my first call with her. I will continue to raise this, and we will be conducting assessments at USTR in terms of what the next best steps are,” Tai went on to say, “as I have said to other members, and I’m very happy to commit to you, the tools that are in the USMCA are in there for a reason, they were to make the NAFTA better, and they are to make this agreement work. And, we must use those tools, because we have them.”
