THE cash utilization rate of government agencies, as measured by notices of cash allocation (NCA), was at 84% in November, well behind the year-earlier pace of 93%, with a month remaining in the year.
The Department of Budget and Management (DBM) added that as of the end of November, P32.63 billion worth of funds authorized under the second stimulus program, known as the Bayanihan to Recover as One Act (Bayanihan II) have not yet been released. The law was originally due to expire this weekend, but legislation is in the works to extend its validity.
The DBM estimated that government agencies used P3.123 trillion out of the P3.728 trillion worth of NCAs released to them between January and November, leaving P605 billion in unused funds so far.

THE HOUSE of Representatives on Monday approved on third and final reading the bill extending the validity of the 2020 national budget until end-2021, in a bid to continue providing much-needed financial aid for sectors hammered by the coronavirus pandemic.Â
With 221 affirmative votes, six negatives, and zero abstention, lawmakers passed House Bill No. 6656, which aims to extend the availability of this yearâs budget until Dec. 31, 2021 by amending Republic Act No. 11465 or the General Appropriations Act of Fiscal Year 2020.
The measure aims to continue the financing of infrastructure projects under the current fiscal year that have been subjected for procurement to spur the recovery of the Philippine economy next year.

The number of Filipinos going hungry has reached a record high during the ongoing COVID-19 pandemic, the polling organization Social Weather Stations (SWS) found in its latest quarterly survey for September.
The number has been going up since May, two months after Metro Manila and the rest of Luzon were locked down under an Enhanced Community Quarantine. SWS said that by September, 7.6 million households did not have enough food to eat at least once in the previous three months. Of these 7.6 million households, 2.2 million reported experiencing “severe hunger,” SWS said
Last Tuesday, the World Bank (WB) reported the results of its own survey. It said some 2.7 million Filipinos will join the ranks of the poor in 2020 because of the triple shock of the pandemic, the loss of their jobs because of the restrictions imposed, and the series of destructive storms and typhoons.
