CARB scrap-and-replace incentive program Clean Cars 4 All reaches 10,000th participant milestone As a direct result of the state’s Clean Cars 4 All program, more than 10,000 Californians have now scrapped old, dirty cars and replaced them with cleaner alternatives such as new and used zero-emission, plug-in hybrid, or hybrid cars. There is strong consumer demand for Clean Cars 4 All (CC4A) which incentivizes lower-income California drivers to scrap their older, high-polluting cars and replace them with clean cars. Air districts, which administer the individual programs under CC4A, report that despite the COVID-19 pandemic and economic downturn, total participation rates have continued to rise. Assembly Bill 630 (2017, Cooper) established the CC4A program.

Bay Area Begins to Roll Out E-Bike Incentives Under Clean Cars 4 All

Clean Cars For All is a California program that offers incentives to low-income people to surrender their older, polluting vehicles by helping them buy a clean electric vehicle. Transit passes were added as a “mobility option,” as well, and with S.B. 400 in 2019, so were e-bikes and bike-share memberships. So far, only the San Francisco Bay Area has gotten its e-bike incentives rolling out. A few applications were accepted in late 2020, to test the program, and in January the Bay Area Air Quality Management District began accepting applications for real.
