Rosenblum hails House passage of contact tracing privacy bill
SALEM, Ore. (KTVZ) Oregon Attorney General Ellen Rosenblum praised the Oregon House Wednesday for unanimously passing HB 3284, a bill she proposed to protect personal health data related to COVID-19.
The bill applies to any commercial website, private entity, or mobile “contact tracing” or exposure notification app that collects, uses or discloses information about a person’s exposure to or infection by COVID-19. The bill does not apply to health care providers, the Oregon Health Authority, or public health agencies who are already covered by separate health information privacy laws.
“Even with the urgency of COVID-19, and our need for successfully locating possible sources of infection, we must make sure we protect our health data,” Rosenblum said. “This bill ensures that if you sign up for a contract tracing app, you must explicitly provide consent for your health information to be collected. Wildfire town hall scheduled for this week

Oregon Insurance Commissioner Andrew Stolfi and Attorney General Ellen Rosenblum will host a statewide virtual wildfire insurance town hall on Thursday, April 29, at noon.
Cleanup is progressing, and the arrival of spring means construction will soon be ramping up for people affected by the Labor Day wildfires.
Stolfi and Rosenblum will be joined by Oregon State University Fire Program Manager Carrie Berger and representatives from the Division of Financial Regulation to discuss insurance claims during the rebuilding process, how to avoid construction scams, and tips to prepare for the 2021 wildfire season.
Vigil held in Lents Park for man killed by a Portland police officer

PORTLAND, Ore. A vigil was held at Lents Park in Southeast Portland Friday evening for the man who was shot and killed by police there last week.
Delgado s children addressed the crowd that gathered, sharing fond memories of their father and talking about his struggle with mental illness.
The day of the vigil, Robert Delgado s family told reporters that the 46-year-old was having a mental health crisis when he was killed, and they don t believe police handled it appropriately.
