OAKLAND - California Attorney General Rob Bonta today announced a multistate lawsuit against Google for monopolizing the smartphone application market in violation of state and federal antitrust laws. Google, one of the world s largest companies, operates a web of exclusionary agreements with phone manufacturers and carriers to exert control over app distribution on Android phones through its Google Play Store. By leveraging those anticompetitive agreements, Google can demand a 30 percent cut from third-party app developers for using its Google Play Store and for in-app purchases, a captive market practice that raises prices for consumers and limits options for anyone using an Android mobile operating system. The new law was authored by Assemblyman Kevin McCarty (D-Sacramento), who said he was concerned that the state Department of Justice had denied requests from some community leaders to undertake independent investigations of several high-profile police shootings.
The state DOJ has traditionally deferred to county prosecutors, who have handled such cases after investigations by the law enforcement agencies involved.
“Police shouldn’t police themselves, and the current system is fraught with conflicts of interest,” McCarty said during debate on the bill. He noted he had first proposed such legislation in 2015 and since then more than 800 people had been shot and killed by police in California.

California AG Rob Bonta announces teams to investigate deadly police shootings
LOS ANGELES - California Attorney General Rob Bonta opened field offices in the state to investigate deadly police shootings of unarmed civilians within the state.
Bonta made the announcement Wednesday, saying law enforcement agencies in the state must notify the Department of Justice about any fatal police shootings of unarmed citizens.
The Attorney General will have two teams, one for Northern California and one for Southern California, and two field offices will be opened in Los Angeles and Riverside. The announcement is the result of Assembly Bill 1506, a new law that took effect July 1.
