WATERTOWN â As he runs for re-election to his 10th term in the county legislature, Jefferson County Board of Legislators Chairman Scott A. Gray said his last term has been one of the most challenging, and rewarding, of his career.
Since March of 2020, when the first declarations of emergency were made as the COVID-19 pandemic spread, Mr. Gray said heâs been working as county chairman full time, making more decisions more quickly than he ever anticipated.
According to state law, in a declared state of emergency the county chairman becomes the point person, orchestrating a government-wide response to the emergency. Mr. Gray said normally, those emergency situations last days, weeks at most. But Jefferson County, and New York state, have been in a state of emergency for over 440 days.

WATERTOWN, N.Y. (WWNY) - State Senator Patty Ritchie has endorsed 3 incumbent Republicans for another term on the Jefferson County Board of Legislators.
They include Chairman Scott Gray (District 13), Legislator Phil Reed (District 3) and Legislator John Peck (District 7).
All three are facing challenges from Republicans.
Ritchie (R. - 48th District) issued the following statement:
Chairman Gray and Legislators Reed and Peck have demonstrated what it means to be selfless public servants who care about their constituents and the communities they serve.
Completing a capital improvement project would enhance an already promising enterprise underway in one section of Jefferson County.
The town of Hounsfield proposed constructing a $6 million sewer line from Dexter to the Jefferson County Industrial Development Agencyâs planned Airport Business Park along Route 12F. Convalt Energy, a renewable energy firm, and DigiCollect, a software company, reached a preliminary agreement with the JCIDA earlier this year to open facilities at the site.
These New York City companies are subsidiaries of ACO Investment Group. They plan to bring more than 2,000 jobs to Jefferson County with their operations. This is one of the largest manufacturing projects that Northern New York has seen in decades.
