Jager promoted to captain as RCPD director announces staffing shakeup The Riley County Police Department has had to make some shifts to staffing. Dennis Butler, RCPD Director, says at the beginning of February, Investigation Division Commander and 26-year veteran, Captain Tim Hegarty retired, leaving big shoes to fill at the department. “I can tell you that he (Tim Hegarty) is a very talented man, highly educated, very smart guy,” Butler says. “He did a lot for this agency during his tenure here in many, many ways. I’m sorry to see him go, but he has talents that he can use as a consultant, and really use in any way he wants.”
