BELLOWS FALLS â The Windham Windsor Housing Trust on Thursday revealed its revised plans for the old Bellows Falls Garage, saying it had listened to the public about its concerns.
The 27-unit project last month had undergone a substantial revision from its original plans, and the housing trust now plans on demolishing all but the historic Rockingham Street facade and building a new timber frame structure behind it. The housing trust has made additional revisions in response to public comments, said Elizabeth Bridgewater, the executive director of the housing trust.
The costs of rehabilitating the 100-year-old concrete structure were too great, and were the reason behind the substantial revision, Bridgewater said.

Editorâs note: Last week, the Brattleboro Select Board approved amending an ordinance to limit what landlords can initially charge tenants to one monthâs rent and a security deposit not to exceed the same amount. The ordinance will go into effect in 60 days unless a petition to overturn it is signed by 5 percent of the townâs voters and submitted within 44 days.

We are writing this letter to the Reformer to provide a private landlordâs perspective on the Tenantâs Union proposal that Brattleboro adopt an ordinance capping the amount of money a landlord can ask for move-in costs that would result in eliminating a landlordâs ability to seek first and last monthâs rent and a security deposit upon move-in.

PUTNEY â A new conservation group is working with the Windham Windsor Housing Trust to preserve and improve the Putney Community Gardens and its neighbor, the Farmers Market.
The Windham Windsor Housing Trust is on the verge of buying the property with an eye toward building 24 apartments on the property, on both sides of Alice Holway Drive.
The new group, called Green Commons of Vermont, wants to either buy some of the land from the housing trust, or enter into a long-term lease. Some of its plans include making improvements to their portion of the property, including building a gazebo or pavilion for the publicâs use.

BRATTLEBORO â As the Select Board prepares for what could be the final hearing to begin regulating upfront rental housing costs, town staff researched other ways to help tenants and landlords.
Planning Director Sue Fillion looked into whether a local nonprofit would be willing to take on a program for landlords concerned about risk of property damage, nonpayment of rent or eviction.
âSEVCA has indicated that they would be willing to explore a partnership with the town for a risk mitigation program,â she wrote in a memo, referring to Southeastern Vermont Community Action.
