Affidavit: Woman had two dogs severely malnourished

A woman has been arrested in connection with two dogs that were “severely malnourished,” according to an arrest affidavit.
Irma Elva Sanchez, 67, was charged with two counts of cruelty to non-livestock animals, fail to provide, a Class A misdemeanor that carries a punishment of up to one year in jail, a $4,000 fine or both.
Webb County Jail records show that Sanchez is out on bond.
The case unfolded at about 4:43 a.m. Thursday, when a Laredo police officer responded to a cruelty to animals call in the 4500 block of Christine Lane. An animal control officer stated to police that she had arrived at the residence to check on a gray pitbull that was chained up by the front of the home.
The City said they are teaming up with the Salvation Army and opening many homeless shelters, while still following CDC guidelines and enforcing social distancing.

TALLAHASSEE, Fla. (WTXL) â The Florida Department of Health in Leon County has issued a county-wide rabies advisory in response to a recent increase in bite activity.
All residents and visitors in Leon County should be aware that rabies is present in the wild animal population and domestic animals are at risk if not vaccinated.
Advisories are designed to increase awareness to the public. Since January 2021, six animals have been tested for rabies in Leon County.
Bite activity has ranged from house pets, to wild animals such as a bobcat that tested negative and a bat that tested positive for rabies. Further surveillance analysis compared the number of reported bites to humans investigated by DOH Leon.
VICTORIA Cat owners in a Victoria neighbourhood are being warned to keep a close eye on their pets and make sure they don’t go onto other people’s property. Victoria Animal Control Services Ltd. received a complaint from a resident of Simcoe Street that multiple cats have been visiting their property and urinating and defecating. “It’s an animal trespass, doesn’t matter if it s a dog, or a cat, or a gerbil. If it’s your pet you have a responsibility to confine your animal to your own property,” said animal control services senior officer Ian Fraser.

The contract is for a five year period and is worth just over $350 thousand.

In a report to council staff stated “The only submission was received from Ms. Tracy Barbe, who has been successfully managing the Animal Control Services contract for the Town of Kirkland Lake for the last five years. On many occasions, Ms. Barbe has gone above and beyond the requirements in the contract to ensure the best care for animals in Kirkland Lake. Staff is confident that this level of service will continue, should Council award the tender to Ms. Barbe.”
