Wisconsin falls in Chief Executive magazine’s best states for business rankings Share The ranking is based on a survey, conducted in March, of 383 chief executive officers of American companies. Texas is ranked as the #1 best state for business by the survey, followed by Florida, Tennessee, North Carolina and Indiana. Texas took the top spot for the 17 th year in a row. California is ranked as the #50 worst state for business, behind #49 New York, #48 Illinois, #47 New Jersey and #46 Washington. Wisconsin was th in 2019, 15 th in 2020 and 22nd in 2021. The Republican Party of Wisconsin is criticizing Gov. Tony Evers for the decline in the state’s ranking.
