Focus on educating public on COVID vaccines instead of discussing economic Cha-cha, solon says

Published February 8, 2021 3:33pm A lawmaker on Monday urged the House leadership to prioritize the education of the public about COVID-19 vaccines rather than having plenary debates about the proposed amendments to the restrictive economic provisions in the 1987 Constitution. In a press statement, Camarines Sur Representative Luis Ray Villafuerte said the hesitation of Filipinos to get vaccinated, as reflected in opinion surveys and remarks of some government officials, proves that time should be spent on public information drive about COVID-19 vaccines instead of the so-called economic Charter change. “Why don’t they ask local officials if they still have time to tell people about Cha-cha while they are too busy with measures to contain the spread of Covid-19 in their communities and convincing people to get vaccinated to fight the disease? Villafuerte said.

It s now or never for amendments to economic provisions of 1987 Constitution

House Deputy Speaker Bernadette Herrera (Facebook) “If economic Charter reforms won’t push through this time, there’s no guarantee it will happen in the future,” the Bagong Henerasyon lawmaker said “This is the moment we have all been waiting for. It’s time to amend the restrictive economic constitutional provisions that have held back the country’s development for more than three decades,’’ she added. Herrera made the statement as she rallied support for Speaker Lord Allan Velasco’s Resolution of Both Houses (RBH) No. 2, which is up for plenary debates this coming week. Last Tuesday, the House Committee on Constitutional Amendments, chaired by Ako Bicol Rep. Alfredo Garbin Jr., adopted RBH 2 that seeks to add the phrase “unless otherwise provided by law” to specific provisions of the Constitution, which restricts foreign ownership and participation on certain investment areas and activities in the country.

Cagayan de Oro City Rep. Rufus Rodriguez (FACEBOOK / MANILA BULLETIN FILE PHOTO) The Cagayan de Oro second district representative in a statement said this applies to any chief executive of the country, noting that the Charter does not provide for their participation in the constitutional amendments. “The Charter does not give the President any role in the process of proposing and ratifying constitutional amendments. It is Congress, as a constituent assembly (Con-Ass), or an elected constitutional convention that proposes and the people ratify or reject the proposals. These are the first two Cha-cha modes under the Constitution,” said Rodriguez, who previously chaired the House Committee on Constitutional Amendments.
