Senate President Vicente Sotto III and House Speaker Lord Allan Velasco both affixed their signatures on the ratified 2021 General Appropriations Bill (GAB) which will be transmitted to President Duterte for his approval.
Sotto told reporters that the bill might be forwarded to Malacañang tonight or on Friday morning, December 18.
Last December 9, both houses of Congress ratified the 2021 GAB, which will finance programs for the country’s COVID-19 response and recovery, along with all government operations.
Under the ratified bill, the education sector would get the lion’s share in the P4.5-trillion national budget, with P708,181,173,000 to be distributed to the Department of Education, the Commission on Higher Education, state universities and colleges, and the Technical Education and Skills Development Authority.

Metro Manila (CNN Philippines, December 16) - The revamp inside the House of Representatives, under the leadership of House Speaker Lord Allan Velasco, continued even on its last session day before adjourning for the Christmas break.
Cavite Rep. Bambol Tolentino and Davao City Rep. Isidro Ungab were elected on Wednesday as deputy speakers, bringing the number to 32.
Following his removal from the post, Defensor slammed Velasco.
“Speaker Lord Velasco is the worse, Defensor said in a statement. He didn’t even have the courtesy to talk with me even as we had a short meeting last week as regards the investigation to be conducted by the Committee on Public Accounts[.] I would not have resisted if he had asked me to give up the position as I have said in the past.”
ICT group presses Congress to pass bills on Open Access, Faster Internet Services

The Better Broadband Alliance (BBA) has called on Congress to pass the Open Access in Data Transmission and Faster Internet Services bills to address poor Internet access, especially in the rural areas.
In a letter sent to House Speaker Lord Allan Velasco and Senate President Vicente Sotto III, BBA urged the passage of two key policy reforms to heed Pres. Rodrigo Duterte’s repeated calls to improve telecommunications and Internet services.
Citing data from various sources, BBA claimed that Covid-19 and the lockdown restrictions have forced many sectors to deliver services online and revealed the poor state of Internet access. Millions of Filipinos are still unable to access the Internet, including 55% of adult Filipinos, 82% of households, and 83% of all enrolled students in public schools.
