Gretchen Whitmer signed the Legislature’s COVID-19 aid package, but line-item vetoed just over $650 million in spending. A day later, the Michigan House voted out two different bills containing the same vetoed spending, with Republicans pitching it as a way for her to “fix her mistake.” In amended versions of Senate Bills 29 and 114, the House on Wednesday approved funding for a $150 million general fund deposit into the Unemployment Insurance Agency fund, $405 million in property tax and fee relief for businesses, about $87 million in funds for non-public schools and $10 million for a summer school grant program.

Whitmer signs COVID-19 budget bills, but with line-item vetoes

But the bills also include line-item vetoes to the chagrin of Republicans and business groups. The governor vetoed restrictions adopted by the GOP-led Legislature on how the money could be used. Budget Director Dave Massaron said those restrictions were never bargained in budget bills adopted by GOP majorities with no input from the Whitmer administration. “There were some political games played with some of the funding that put restrictions on the ability to use that funding,” he said. “Legal review of those restrictions and the impact of those restrictions is ongoing.”

Gretchen Whitmer joined Metro Detroit Sen. Jeremy Moss and Rep. Laurie Pohutsky at a news conference to announce what they believe will be the last push needed to add sexual orientation and gender identity or expression protections to Michigan law, 40 years after the Elliott-Laren Civil Rights Act was signed.  “Our diversity is one of our greatest strengths and that diversity needs to be protected under state law if we’re going to attract the talented workforce our businesses need to create jobs and grow our economy,” Whitmer said. “In 2021, it’s time for us to finally get Michigan on the right side of history.”
