Woking BC is poised to enter discussions with the government to seek a reduction in Public Works Loans Board (PWLB) borrowing rates for three major town centre regeneration schemes currently under threat due to the council having to divert funds to cover Covid-related losses.
The council has also separately approached Whitehall for a capitalisation direction allowing it to borrow for revenue purposes, including to cover commercial elements of its town centre regeneration projects.
In October 2019, the government increased the cost of borrowing and as a consequence, Woking partly deferred taking long term PWLB borrowing for the first half of this financial year, borrowing £40m from the PWLB between April and September 2020. Overall, the council’s external borrowing on 30 September stood at £1.5bn.

Oxfordshire County Council has announced it is seeking approval to submit a full and final business plan to the Department for Transport now new funding has been secured for the 850-space facility in Eynsham. The plans form part of the Science Transit (ST2) scheme for the A40. The project was awarded a provisional allocation of £35 million from the Government’s Local Growth Fund, its goal to improve connectivity and encourage a shift to more sustainable forms of travel.

The proposed Rapid Transport System and, inset, Giles Watling CLACTON MP Giles Watling has welcomed a £100million boost for infrastructure in north Essex, but claims north Essex has been overlooked for too long . The funding will support the design and delivery of the new Rapid Transit System linking the A120 and A133 and the proposed new garden community between Colchester and Tendring. Essex County Council has now signed the final contract to secure this funding from the Government’s Housing Infrastructure Fund, which is overseen by Homes England. The link road and Rapid Transit System are both due to be operational by 2024.
