The city now pays residents of homeless camps with $20 gift cards every time they clean up the trash in their camp. The city tells CBS Sacramento that they used to spend close to $10-thousand every month to clean the camps, but now averages $1000 a month. They claim that the camps are cleaner, the expense is down, and Elk Grove Police Department Homeless Outreach Officer Jennifer McCue says there’s another benefit that comes as a surprise, saying “we’re actually building relationships.”

The city of Elk Grove, located just south of the state capital of Sacramento with a population of more than 174,000, has the lowest rate of homelessness in the county. In working to address the issue which the city says on its website is largely due to  increasing housing prices and a serious housing shortage, it has been handing out $20 gift cards on a biweekly basis to those who have bagged their trash for cleanup, according to KTXL.
